Turner Field (originally the Olympic Stadium) was built with private money. The Braves then spent their own money to upgrade it to what they wanted it to be.
You might be thinking about Atlanta-Fulton County stadium which was payed off long ago.
I, personally, hate the fact that the Braves are leaving the Ted. I've always thought the ballpark was gorgeous and a great place to see a game.
