If it were not for community resistance, Georgia Tech would have bulldozed Crum and Forster 10 times over--trust me on that--much like Georgia State tried to demolish the Bell building more recently.
Having street front retail in Midtown might seem like a no brainer today due to ever increasing pedestrian traffic and vibrant street life, but it was not always the case. A decade or so ago when these regulations took effect these retail spaces sat empty for a long time.
What has happened to Midtown in the past decade is nothing short of astonishing, and the West Midtown and other Intown places are not so far behind. It is hard to be a witness to all of that and be cynical.
By and large the city is moving in the right direction as far as urbanization is concerned, which is why the cases like the Engineering Bookstore attract so much attention these days. With continued efforts and engagement of the citizens of this city, it will get harder for selfish or shortsighted developers to screw thing up.

No disrespect to any who live there, but College Park is often ranked the most unsafe city in GA and arguably among the most unsafe in America. Get crime under control and it can become a beautiful place to live and visit.

Pyrrhic victory. Getting a public university to leave up a partial facade isn't exactly caving into preservation efforts.
1000 sq ft ground level retail on a 30 story tower doesn't take money out of the pockets of developers either. The point is that the developers rule the roost and the neighborhood associations by and large are powerless. If anything the NPUs get thrown a very small bone which costs the developers little or no profit. In Atlanta city government supports the developers, money talks, and what the neighborhood associations say is barely registered.
Arguably NPU-F packs some punch but that is because of their very close ties to the city council, IIRC their major victories came against the ABI which is hardly a well versed for profit real estate development firm.
In the US, by far the most effective way to change what is built is through zoning laws. Otherwise large developers can simply sue a city to its knees, regardless of the well intentioned cries of neighborhood associations.

I am thrilled that this comment thread has veered into a discussion about effective neighborhood associations and I'm not being sarcastic when I say that. It's not a neighborhood association, but I would argue that Neighborhood Planning Unit F is pretty damn powerful.

As someone who claims to live or work around Midtown, you should know that the boom that is going on there is not just due to sheer dumb luck. In particular, at some point it was mandated that new towers should have ground level retail, which has had a tremendous impact on street life.
The main problem, as has been pointed out, is outdated zoning laws which are anti urban and tie neighbor's hands. Once these get changed, as it appears that they will, then things will continue to improve even more.

Midtown Alliance is arguably the most powerful neighborhood association in the city, and even their concerns fell on deaf ears when it came to development, bars/nightclubs etc.
(Getting Fuqua to 'agree' to build even more alongside the big-box retailer on the beltline property he owned showed me just how powerless neighborhood associations are presently)
