The fallacy of the low crime "per capita" is exactly that it considers the tens of thousands "inhabiting" downtown, during DAYTIME WORKING HOURS. However, what crimes occur after hours, does so at a far greater "per capita" rate, considering the actual nighttime population.....

Most "gun violence" numbers being capitalized upon currently consist of a the majority being suicides. Not what most would define as violent crime and then there is the substitution issue.

Please let's stop calling the annoying panhandlers "homeless." There are about 20-30 panhandlers downtown. They rotate so makes them seem more numerous. I recommend responding with a loud and firm "no." Do not affirm their status quo by giving them money or by wishing them luck.
There is a small homeless population. They seem more numerous because of the organizations that try to "help" actually keep them congregated by the food hand-out area all day. Little help other than calories. The Atlanta Union Mission has a holistic approach to actually enable life-change from addiction, as well as mental health assistance.
Georgia citizens and visitors deserve to be able to buy local products from the people who make them. So many reasons to improve our laws and no real reason not to. We should all celebrate the progression of these bills with a great, local beer!!!!!

Every city in America has a large part of its central business district (CBD) that is dead after 5pm on weekdays and all day on weekends. In Boston it's the Financial District, in New Orleans it's the "Central Business District," in New York it's Lower Manhattan, and in Philly it's the JFK Blvd/30th St Station area.
Atlanta's CBD stretches all the way from SCAD to the City Jail. Much of it south of Ponce de Leon Ave is dead after the offices close up, but most of Midtown is thriving all day every day. Take a walk down Peachtree St between 14th St and 8th St on a Friday night. While I am not defending the status quo, there are cities that don't even have a "Midtown." Their entire cores are dead all the time.
What Atlanta really needs is more Midtowns, Back Bays, French Quarters, Battery Cities and Society Hills surrounding Downtown. These high density residential areas will feed pedestrians and bicyclists into Downtown in the evenings and on weekends.
