AUGUST 26, 2012, 3:31 P.M., TAMPA BAY, FLA.: Michael Phillips, 31, lays on a gurney in a park in Tampa the day before the start of the Republican National Convention. He had a sign propped on him that said, “I am voting for President Obama because I support a president who believes people with disabilities should live in communities.” Phillips suffers from the disease Spinal Muscular Atrophy (SMA). He came to the convention area with his mother and brother. His mother, Karen Clay, explained that they are only able to take care of Michael at home because of a Medicare waiver that they receive that helps them pay for his care, and if Mitt Romney and Paul Ryan were elected, he would likely need to be institutionalized.
“Paul Ryan’s budget cuts $800 billion over 10 years directly from Medicaid and no insurance company would ever insure him,” she said.
