For those worried about water quality and other technic issues, you should look into some of Richard Dagenhart's work. He and the people he works with are fully aware of the environmental and technical challenges work along the chattahoochee entails. Past work by his studios have focused on better controlling run off while balancing the need for development.

"Good Design" isn't more expensive. Good design is essentially the same thing as good planning. It may cost you more to plan well, but ultimately it delivers higher returns.

Design fees usually run between 5 and 10% of the construction budget. So even if you double your design costs you only add a little less than 10% to your overall development costs. To put that in perspective, construction projects usually have a contingency of 5-15%, which is money no one plans to spend.
