Deal cut the pay of the head of the ethics commission at the same time the commission was investigating Deal's misuse of campaign funds (his campaign paid about $150,000 for flight services to a company that deal partly owns). Deal also eliminated a key position at the ethic commission. His actions may have been political retaliation for the investigation.
This is why it's important to shield the ethics commission from political influence.
