We already have a "database of property owners" in the form of the Board of Assessors Office. If that is perpetually "months out of date", it's hard to believe we can enforce registration of vacant homes in a timely manner.

The database could be very useful, since it will distinguish a vacant home from an occupied one, and theoretically make it easier to contact absentee owners if the property is derelict, but if we can't keep the system we have current (with the incentive of the property tax base, which is a lot of incentive), can we organize and run a registration system that will require the cooperation of absentee owners who have little to gain by complying?
