I'm confused by your numbers since they seem to be on different metrics. Spending on instruction increased 22/10/3.4 percent. Spending for student services increased TO 36/20/9.5. So spending on instruction increased by 22 percent, but spending on student services increased to 36 percent of total spending. If that's the case, then I don't know how much spending on student services increased, nor do I know how much as a percentage of total costs universities spend on instruction. These two numbers are not comparable.
