It's considered a hate crime when someone is particularly targeted for their religion, race, disability, or sexual orientation. Those are specific types of hate. All citizens should be protected from being attacked by anyone. But, the punishment should be more severe when it's due to HATE for something about somone you know absolutely nothing about. It's comes from individuals or groups of individuals whom think that they're "better than". Attacking people isn't the answer. This reminds me of when African Americans were being attacked and murdered. Those were hate crimes. But, of course no one wants to discuss that still.
