Also, as for #4, there is $600 million in the TSPLOST to do just that - to make long-deferred repairs to MARTA and restore some service levels. 4a I would love, but the state hasn't relinquished its stranglehold in a few decades of trying, and that's unlikely to change. This is a dreaming, not a true alternative -- I am honestly sad to say.
This doesn't even pass the smell test as far as #1, which has failed every time it has been taken up in the General Assembly. (The good ol' boys do not tolerate their gas tax revenues sent to anything but asphalt.) This is classic infeasible CYA. If any of this were politically possible it would be in the current bill. I mean, heck, I could put forward a nearly perfect transportation bill, but could I get every jurisdiction in the metro to push it forward to voters? Uh, no.
