What kind of parent would allow their child to be tatooed? There is no defense. The mother's parenting skills need to be completely evaluated and corrected. It is unbelievable she did not know it was illegal. If he wants to remember his brother, a picture would suffice until he became an adult. Period. The act could be considered child abuse.
