Someone should mount an awareness campaign and get a bunch of minorities to join the group.
I know Angel, he's a nice guy, but this seems like poor planning. You should really investigate the cost of fixing up a property BEFORE you decide to make the purchase. 15 grand is still a lot of money, but you must wonder why a house is only selling for 15 grand. It would have cost some money on the front end, but it makes much more sense to have a contractor or enforcement person look at the property before you spend 6 grand on architectural renderings.
I feel bad that he's in this spot, but I can't really feel sorry for him. A house is a big investment, and it takes planning and forethought.
