Then what is? Exactly what do we measure success with here? To everyone else who has a job or a business it's pretty easy to figure out if you are living up to the stated goals. However, if it's the drug war we're talking about it's measured differently. If measured by the same aspects as private business the DEA would have been shut down thirty years ago.
