Your argument seems to be that this WSU resembles the Towson WSU, and therefore they must be the same thing. Instead of using their heuristic, it might be worthwhile to interview the people who are interested in starting the GSU WSU and figuring out what their goals are.
Incidentally, affirmative action is a policy, and like all policies it has benefits and costs. There are critics of current AA policies on both the Left (like Richard Kahlenberg) and Right who think the costs currently outweigh the benefits, and that AA policies should be modified.
I've lived here for over a decade, and I don't recall any place in Decatur ever having a cover charge, except perhaps the short-lived nightclub, Paris, but I'm not even sure about that.
