It's at least a year off. Josh McKoon, the legislator who's spearheaded the idea, is just suggesting that they do a "study" before even proposing legislation about it. Typically, these studies are done while the legislative session is out, so maybe the study will be conducted later this year and MAYBE there will be a possibility of introducing a bill next year.
Although, it's a very good sign that the speaker said he would be open to discussing it.
Check your facts. The cost to keep someone in prison for life is significantly less than the costs associated with executing them.
