I've lived/worked in L5P for several years, and whether I'm cycling, strolling or driving my death trap Honda, I never feel safe. I agree with the commenters that say there needs to be seperate spaces (whenever feasible) for each mode of transportation. Think that the folks in this city will change their behavior? I'm not holding my breath. I do think cyclists should be ticketed for riding on the sidwalk, though. I've heard of several pedestrians who've been seriously hurt after being hit by some cyclist who's riding like they're still on the road. There's no reason on Earth to attempt to ride on Moreland--unless you wish to end up a sloppy strawberry pancake.
