George Pilkington [Retired Colonel] was one of several Senior Citizens who graduated from the Civic Engagement Institute, created by The Council On Aging [Diane Williamson, Director]. George received consensus on his suggestion that graduates refer to themselves as “Senior Advocate” as they set about volunteering and advocating in behalf of Senior Citizens.
George can frequently be seen wearing his bright red shirt as he expresses his viewpoints at meetings of the City’s Transportation Committee.
George drafted legislation purporting to make the City of Atlanta only the second city in the Country to establish ‘Senior Zones’ containing a number of provisions designed to make life easier and safer for Seniors living in conclaves of their peers.
Mary Norwood, Councilmember at the time, introduced the Legislation in behalf of Pilkington and Seniors with whom he had conferred. The Senior Zones legislation passed the committee level unanimously and was passed by the City Council without objection. The legislation became Law under the reign of Shirley Franklin.
Backing up that legislation, Mary Norwood was also responsible for the placement of numerous ‘Slow Down’ signs along the Campbellton Road Corridor.

[Colonel] George Pilkington - Senior Advocate and [fellow] graduate of the Civic Engagement Institute created by The Council On Aging - formulated the [second-ever-in-the-Country] Senior Zones legislation. Then-Councilmember Mary Norwood introduced the legislation in behalf of George Pilkington and Senior Citizens throughout the City.
The legislation passed the full Council with no dissenting vote.

Now, when one sees those ‘Senior Zone’ signs,
one may be inclined to think:
Senior Citizens
George Pilkington
Mary Norwood
