Regarding recent solar firm bankruptcies, from 5 days ago:

Feb 14 (Reuters) - Lightweight solar product maker Energy Conversion Devices Inc filed for bankruptcy protection on Tuesday, the latest in a string of solar companies that have collapsed in an industry shakeout.

The company, whose filing follows years of losses and months of public discussions with bondholders, said it would sell its United Solar Ovonic unit and other assets in bankruptcy.

Energy Conversion's failure is the fourth major bankruptcy in the industry in the past year. Evergreen Solar Inc , Solyndra and SpectraWatt have also sought Chapter 11 protection.
Dave: I was talking about market-based incentives like tax breaks and yes, feed-in tarrifs.

Loan guarantees are a little more complicated for me too, but that, and protectionist trade terms, are how countries like south korea have developed from third to first world based on tech jobs, and it is historically how countries like america have built things of value like the intercontinental railroad. It goes without saying that federal loan guarantees are the only way our new nuclear power plants are going to get built.

Since you present yourself as an intellectual, please explain in Plain English what you mean by "externality." From what I can glean of your definition, it doesn't seem to correspond with the Wikipedia entry.

As a start, here is the first paragraph from the Wikipedia entry:
"In economics, an externality, or transaction spillover, is a cost or benefit not transmitted through prices [1] that is incurred by a party who did not agree to the action causing the cost or benefit.

"Responding to your economics gobbledygook of "externalities, tech incubation and local shift-share ratio."

Since you don't seem to respond to simple English, let me frame my response in your chosen vernacular."

oh man this is gonna be awesome

"For you: Solar power subsidies are a negative externality for the taxpayers and utility ratepayers, and a positive externality for those receiving the subsidies and for Georgia Power."

that is not what externality means in any way. language is not your wife, you can't abuse it until it agrees with you

"Plain English: Solar power subsidies put free money in the pockets of those receiving the subsidy and Georgia Power, and hose everyone else."

yeah you said this already, and i already demonstrated why you are wrong

"For you: Technology incubation for solar power firms in the USA has proven to be a failure, with billions of dollars of taxpayer funds squandered while the firms continue to fail.
Plain English: The promise of solar power firms has not developed, even though we have poured billions of tax dollars into them.

Responding to your economics gobbledygook of "externalities, tech incubation and local shift-share ratio."

Since you don't seem to respond to simple English, let me frame my response in your chosen vernacular.

For you: Solar power subsidies are a negative externality for the taxpayers and utility ratepayers, and a positive externality for those receiving the subsidies and for Georgia Power.
Plain English: Solar power subsidies put free money in the pockets of those receiving the subsidy and Georgia Power, and hose everyone else.

For you: Technology incubation for solar power firms in the USA has proven to be a failure, with billions of dollars of taxpayer funds squandered while the firms continue to fail.
Plain English: The promise of solar power firms has not developed, even though we have poured billions of tax dollars into them.

You think we should never have built the interstate highway system, or awarded telecom companies the geographic monopolies necessary for them to expand the internet and telephone service. Was rural electrification "picking winners", is the postal service?

Precisely. Government isn't supposed to invest with the same goals as a private equity firm.

Well— I didn't say it was a right, but that doesn't mean its not a great idea. Eric is right (because I'm sure he said it in there somewhere); government should be there to direct the market towards "good" things like clean energy, research and development, strategic industries, infrastructure to promote growth and development, yadda yadda yadda.
