The UDC is the only line of defense against historic neighborhoods that are destroyed, both fiscally and aesthetically, by bad, see "affordable," rehabs. About the only thing Atlanta has going for itself, since most of its beautiful commerical historic buildings have been, and continue to be demolished (see Kwanza Hall's recent legislation to gut Atlanta's Landmark building designation) are its beautiful historic neighborhoods.

I'm thinking it may simply be a poorly worded sentence, I somehow doubt he is paying 14,000 a month for his Midtown apartment (and is spending the equivalent of one month's rent to purchase his new home).
If he is then I stand corrected, take back my lame attempt at humor, and no longer have any sympathy for him.
