this is a pretty good idea but the problem is how you would structure the "don't be a criminal payment" such that it wouldn't incentivize people to commit crimes in order to get the payment

one of the big issues with institutionalization is that over time committing crimes and going to prison becomes a career.

On this topic I am mixed...It does seem to have the "lets use our prisoners as test monkeys" feel, but it also gives the prisoners some mental exercises to pass the time.
