The Citizens of Atlanta and Fulton County built and owned Atlanta-Fulton County Stadium (cost $18million).
The Citizens of Atlanta and Fulton County are paying $200+ million toward Arthur Blank's new stadium but will have no ownership. The "+" is because no one yet knows how much more the Citizens will pay for infrastructure improvements.

When I hear that lyric it makes me think that he’s projecting an idealized vision of this woman as being like Carmela, as in Tony Soprano’s wife.

Also, if you go to the Rap Genius link and click the lyric, "She was amazing Carmela, caramel complexion ...," it leads you to an entry about Carmela from "The Sopranos."

Later in the song it’s made a little more clear, and Logan's name is also mentioned in the songs "An Unexpected Call (the Set Up)" as well as "the Center of Attraction."
