I did not blame the victims, the shitty attitude is from the indoctrination, it is from the media they consume, and from their mentor and peer group.

As long as the message is that is it is uncool to even try, you will never see blacks in lucrative influential careers in numbers to reflect the population.

The original question was why there are so many blacks in the Atlanta city government. As I pointed out, it is largely due to the preferences given to blacks in civil service.
