Best Local Hip-Hop Act/Artist 

In a year with no new OutKast product to set the pace for ATL hip-hop, close associate CEE-LO offered the next best thing with much acclaimed Cee-Lo Green and His Perfect Imperfections. Most surprising about this solo debut by Goodie Mob's most talented rapper: It's barely a rap record at all. Cee-Lo still drops rhymes faster and smarter than just about any lyricist west of the Chattahoochee, but he also proves a formidable songwriter, crafting -- and singing, in his earthy rasp -- a set of catchy and heartfelt songs that bare his soul and reveal his pop instincts, while retaining his devilish charm.
