There are a lot of contenders for this distinction -- namely state Sen. David Adelman, Sam Zamarripa and City Councilman H. Lamar Willis -- but we have to go with City Council President CATHY WOOLARD. Nearly every week, it seems like Woolard's doing the small things to make Atlanta communities better -- teaming with this council member or that to lead a neighborhood cleanup, for example, leading a charge to enhance energy conservation at City Hall, pushing hard for a new trolley car transit loop. The big question is, when does she make her next political move and where does she make it? Whatever she does, one thing's for sure, her colleagues regard her as a quick study, politically shrewd, and Woolard can wonk it up with the best of them.
