Costa Rica’s long tradition of peace, enshrined in its constitution, is now under threat by the Legislative Assembly’s approval of a US plan to send military and naval forces, ostensibly to wage its “war on drugs,” to Costa Rica. Mr. Zamora, a trial lawyer who was instrumental in securing the constitutional right to peace, analyzes the repercussions of its overturn for his country and the region.
