A plastic owl decoy, the kind used to scare away pigeons, sits silently as a worker hauls away debris from a pile of rubble which was, until recently, Rio Mall. The funky-looking but often empty mall at the corner of Piedmont Road and North Avenue is the latest Atlanta landmark to be demolished for new development; a grocery store, department store and apartment complex are planned for the site.
