This just in from Fulton County: All provisional ballots have now been approved in Atlanta's mayoral runoff, and with every vote counted, Kasim Reed is 715 votes ahead of Mary Norwood.
According to the 11:15 p.m. email (what the heck are these folks doing up so late?):
For the Atlanta Mayor's race, a total of 295 provisional were cast in Fulton County. Of these, 100 votes were cast for candidate Mary Norwood and 195 votes were cast for candidate Kasim Reed. Total votes in that race, including those cast in DeKalb County, are now 41,834 (49.58%) for Norwood, and 42,549 (50.42%) for Reed.
The email goes on to say that Norwood is entitled to a recount because per portion of the vote fell within 1 percent of Reed's. She'll have two business days from the time the vote is certified on Saturday to request the recount. And all signs are pointing to her making that request.

"The moral is, be careful what you wish for." To the contrary. If you're the loser in a tight race, you always want as many additional ballots counted. It's your only shot. You opponent might extend his lead, but that doesn't matter, because you'd have lost without the additional ballots.
