Boyd's complaint offers no proof of the affair, which has been a Capitol rumor for years, and allegedly occurred around the time Cagle, then a state senator, was elected lieutenant governor in 2006.Cagle's campaign called the allegations "absolutely false" and dismissed the complaint as a political attack by Carol Porter, the Democratic challenger in the race. Porter, who was endorsed by Boyd, denied any involvement. The women named in the complaint, including one part-time Gold Dome employee who allegedly witnessed an adult encounter between the lieutenant governor and the staffer, also denied the allegations.
Boyd alleges that Cagle violated state ethics laws by paying the staffer above market rate for her professional services, while the law requires campaign funds be used "to defray ordinary and necessary expenses ... incurred in connection with such candidate's campaign for elective office or such public officer's fulfillment or retention of such office."
