News reports are saying the defeat effectively marks the end of the 77-year-old former Atlanta Police chief's political career.
And Shanna Rooks, an attorney, defeated incumbent Commissioner Wole Ralph, one of several elected officials on the five-member commission who voted against funding C-Tran in 2009, the county's now defunct bus service.
